Henry Peter Gyrich is a career government official who is known by his love of rules and regulations, and dislike of super-humans. During his career, he has enforced harsh regulations on the Avengers, acting as the US liaison to the Black Panther, and generally pissed off everyone who has ever had to deal with him.
