Count Nefaria was a mere crime syndicate boss who dared challenge the Avengers, who smacked him down like the petty crime syndicate boss that he was. In retaliation, he gave himself superhuman powers, like superhuman strength and invulnerability, becoming a very real threat to the Avengers.
